# Stakeholder Review Questionnaire

Use this questionnaire when sending the RDI first draft for review. Ask reviewers to cite chapter and section headings when responding.

## For every reviewer

1. What part of the argument felt most credible?
2. Where did the argument lose your trust?
3. Which claim needs more evidence?
4. Which mechanism is still too vague?
5. What risk is understated?
6. What would need to change before you would participate?

## Experienced master developers

1. Does the draft respect the judgment, relationships and risk that took decades to build?
2. Which participation role would be meaningful: project chair, senior review committee, co-GP, paid fellowship, one-time reviewer or another form?
3. What economics or controls would make participation worthwhile?
4. What should never be captured, generalized or attributed?
5. Would you introduce trusted capital relationships to this platform? Why or why not?

## Institutional capital partners

1. What exactly would you be willing to fund first?
2. Is the predevelopment facility first posture credible?
3. What sponsor, governance, reporting and stop rights would be required?
4. How should contributed senior-developer experience be represented?
5. What language or structure would make this uninvestable?

## Cities and public-sector leaders

1. Does the model add public capacity or risk bypassing public authority?
2. Which public decisions must remain fully public?
3. Which public-value commitments can survive administration changes?
4. What procurement, staffing, infrastructure or legal constraints are missing?
5. What would make a city decline this platform?

## Community and public-value reviewers

1. Are the public-value commitments enforceable enough?
2. Who should represent residents, workers and local businesses?
3. What protections need to be in place before land values move?
4. What ownership or remedy structures would matter most?
5. Where could this model still become extractive?

## Business ecosystem builders

1. Does the draft describe real ecosystem formation or just better leasing?
2. Which anchors, suppliers, workforce partners or universities would need to participate?
3. What physical spaces or operating supports are missing?
4. How can small businesses survive the district's success?
5. Which metrics would prove real business formation?
